A six hour meeting of the Vaad Leumi, Jewish National Council, yesterday occupied itself chiefly with the question of security. It was unofficially divulged by Pinchas Rutenberg to the Vaad Leumi that Lord Passfield, Colonial Minister, had informed him that St. John Philby, British journalist and pseudo-diplomat, who has been discussing and writing about a Palestine parliament, is not in any way empowered to conduct negotiations with anybody for constitutional changes in Palestine.
