Felix Warburg pointed out that it was true that Mr. Stein had tried to bring about that interpretation of the constitution but he said that Morris Rothenberg had succeeded in changing some of the things which lead to some changes in the constitution. In May 1929, Mr. Warburg explained, a long cable correspondence took place regarding the powers of the Executive and the formality of its appointment. He read copies of the cable correspondence, remarking that it was on the strength of the statements in these telegrams that Louis Marshall and himself had agreed not to object to this part of the constitution on the distinct understanding that it would not be very bad faith to bring the matter up at the first opportunity because it was distinctly understood that the Council would be the master regarding the appointment of the Executive.


Nahum Sokolow urged that the suggested changes in the methods of administration should not be regarded as a question between Zionists and non-Zionists, but one which should be resolved in the light of practical experience, and he pointed out that the Zionists could look back to 32 years of such experience.

On the motion of the chairman, Dr. Visser of Holland, Bernard Kahn of Germany, and Solomon Lowenstein and David Bressler of the U. S., were elected to the board of directors of the Keren Hayesod. The organization, political and financial committees were also appointed. The organization committee consists of Joshua Suprasky, Gedaliah Bublick, David Remez, Elizer Kaplan, Georg Halpern and Max Soloweitchik, Zionists; d’Avigdor Goldsmid of England, Joseph Hyman, Julius Simon and Felix Warburg of the United States, non-Zionists. The political committee consists of Kurt Blumenfeld, Germany, M. M. Ussishkin of Palestine, H. Farbstein of Poland, Berl Locker of Germany, Abraham Silberschein of Poland and Leo Motzkin, Zionists; Dr. Cyrus Adler of the U. S., Alexander Kahn, U. S., Major Nathan of England, Dr. Karl Halpern of Poland, non-Zionists. The financial committee consists of Dr. Berthold Feiwel of England, Simon Marks, England, Dr. Leon Levite, Poland, Rabbi Aaron Teitlebaum, U. S., Chaim Arlarsoroff, Palestine, and Abraham Harzfeld, Palestine, Zionists; Dr. Oscar Wassermann, Germany, James Becker, U. S., Alexander Kahn, U. S., and Joseph Simon, U. S., non-Zionists.
