Although the Zionist parties are illegal in Latvia the sale of shekolim was permitted here. Delegates to the Congress, however, had to be selected by mutual agreement, since no popular elections could be held.

Accordingly Latvia will be represented at the forthcoming World Zionist Congress by three Laborites, one General Zionist Group A, one Mizrachi and one from the Jewish State Party.
