Jap Premier Attacks Totalitarianism

Premier Konoye of Japan attacked the theory of totalitarianism in a surprising speech today at Tokyo, the Associated Press reported.

Konoye said such a theory was inappropriate for Japan in an address to a committee of 26 political leaders assigned to form a new national political structure in the wake of the recent dissolution of old political parties, the A.P. dispatch said. When he took office July 22 Konoye was expected to head a totalitarian regime.
