N.Y. Commission Recommends Outlawing Discrimination in Colleges, Establishing University

A 30-man commission which has been studying the problem of discrimination in New York State colleges for the past 18 months, today submitted its final report to Governor Thomas E. Dewey. The report recommends:

1. The establishment of a bias-free decentralized state university system;

2. The outlawing of racial and religious discrimination in all schools of higher learning in New York State;

3. The granting of public assistance only to schools admitting students “on the basis of individual merit and without regard to race, color, creed or national origin.”

“Some members of New York’s large minority group have had difficulty in securing access to educational facilities on an equal basis with other students,” the report stated. “This is true not only on the college level but on the professional and graduate school levels as well. This discrimination is repellent to the American spirit and must be eliminated.”
