The Government will submit to the Knesset Israel’s first compulsory education legislation within the nest few days, Education Minister Zalman Shazar announced in Parliament today. The plan has already been approved by the government coalition and is in its final drafting stages.
The bill will provide for the establishment of a compulsory educational system up to the age of 14 in annual stages during the next four years, Minister Shazar said. During the first year of the plan’s operation, the first six years of elementary school will be compulsory. During the subsequent three years, additional classes will be added until two years of kindergarten and the entire elementary course of instruction will be compulsory.
Debate began today on a government plan calling for the Tel Aviv municipality to take over and incorporate Jaffa into the Israeli capital. The plan was presented as the government’s solution of the administration problem which will be raised next month when the Army is scheduled to withdraw from the former Arab seaport.
Mapam has presented a substitute plan which calls for the election of a Jaffa city council by the 50,000 inhabitants, only 3,000 of when arc still Arabs. The leftwing proposal also calls for arbitration by the Ministry of Interior of any conflicts and disputes between the projected municipality of Jaffa and Tel Aviv.
