Menachem Beigin, former commander of the now dissolved Irgun Zvai Leumi and leader of the Herut Party in Israel, arrived here yesterday. Mr. Beigin, who recently visited Argentina and Uruguay, was at first denied permission by the Brazilian Foreign Office to enter the country.
