A new administrative procedure designed to effectively implement Federal regulations banning discrimination in hiring by private firms working on government contracts has been put into operation in the General Services Administration, the Federal Government buying agency, it was announced yesterday by Jess Larson, head of the agency.

Mr. Larson said that his office would be able, with the new procedure, either to persuade a contractor to meet the requirements of the regulations or to cancel his contract. The new procedure was recommended in a report of the President’s Committee on Government Contract Compliance presented to President Truman before his term expired.
