Dr. G.M. Riegner, representative of the World Jewish Congress in Switzerland, was elected president today for a two-year term of the permanent bureau of the Conference of the Consultative Non-Governmental Organizations at the United Nations.

The Conference concluded a three-day session here at which 81 non-governmental organizations discussed various problems concerning human rights and civil liberties. The session also discussed the right of non-governmental organizations to unhindered access to the United Nations headquarters in New York and the criteria under which such organizations could be deprived of the consultative status which they enjoy at the United Nations.
