Dr. Walter C. Lowdermilk, American soil conservation expert and author of the famous Lowdermilk Plan for the development of the Jordan River, returned yesterday from Israel after spending more than two years there as consultant for the Food and Agriculture Organization of the United Nations. In a statement issued to the press, Dr. Lowdermilk said that the current tension between Israel and the Arab countries is preventing development of “the greatest potential breadbasket in the world.” He said Israel could be a “demonstration area” from which the Arabs could learn to develop their own land and water resources.
