A “non-aggression” clause omitted from a draft copy of the Mutual Security Act now before Congress has been restored in the wake of protests that Iraq might not be restrained from using its new grant of arms against Israel, it was learned today.
The clause was written back into the draft to require recipients of military assistance to give assurances that such equipment will not be used offensively.
