The United States has refused to underwrite a $100,000,000 river development project for Lebanon, although America’s Point Four program technicians blueprinted the project for the Lebanese, it became known here today.

After a three-year survey by a Point Four mission, a Litani River hydroelectric project was developed which would have doubled Lebanon’s per capita consumption of electricity and would have provided irrigation for 50,000 additional acres. The project would have taken 25 years to complete.
