Abba S. Eban, chairman of the Israel delegation here, urged the United Nations today to set up a type of an international agency for the peaceful uses of atomic energy which would give full representation to countries scientifically advanced in nuclear research. Without specifically asking that Israel be put on that agency, Mr. Eban made out a powerful case for preference to a country such as Israel as against other lands that possess large stocks of raw materials such as uranium and thorium.
(The New York Post reported today that India had rejected Israel as a co-sponsor of its atoms-for-peace resolution because it would “upset the Bandung spirit”–meaning the two Arab states which had also sponsored the resolution, Egypt and Syria. The report added that diplomats from the Scandinavian countries and Holland had upbraided India’s representative Krishna Menon for introducing discrimination to the issue.)
