The State Department is expediting plans to release blocked Egyptian assets and other moves to improve relations with President Nasser of the United Arab Republic. The Department is closely observing the departure of Nasser for Moscow. Nasser leaves tomorrow for the Soviet capital.

It is hoped by Secretary of State Dulles that U. S. peace overtures will leave Nasser an escape route in his Kremlin negotiations by helping the UAR leader demonstrate that he is not entirely dependent on the Soviet bloc. Nasser will spend eight days in Moscow.
