Jacob Tsur, world chairman of the Jewish National Fund and president of the General Council of the World Zionist Organization, flew back to Jerusalem today after a nationwide tour during which he introduced the new Twenty Year Plan of the Jewish National Fund to the Jews of America.

Before his departure Mr. Tsur, former Israel Ambassador to France and Argentina, expressed his gratification at the enthusiasm shown by Americans for this plan, which involves the raising of 250 million dollars to convert the remaining 60 percent of the territory of Israel from arid wastelands to blooming and fertile soil.
