One of the Kremlin’s foremost experts on Arab affairs, formerly Moscow’s Ambassador to Egypt, was named here today an Undersecretary of the United Nations, officially designated as one of the principal advisers to Acting Secretary-General U Thant. The new appointee is Eugeny D. Kiselev, who will succeed Undersecretary Georgy P. Arkadev. The latter resigned today, effective March 14.
Mr. Kiselev, who is 54, has been in the Soviet diplomatic service since 1938, and his last position was as head of the Department of Near Eastern Countries in the Moscow Foreign Ministry. Consul-General in New York from 1943 to 1945, he held various other important posts, and was Ambassador to Egypt from 1955 to 1958, Minister at the same time to Yemen, and Ambassador to the United Arab Republic in 1958 and 1959.
At the same time today, it was announced that Dr. Omar Loutfi, former UAR permanent representative here, recently appointed as Undersecretary, has been designated officially as one of the two top Secretariat members in charge of special political affairs. The other official holding that title is Dr. Ralph J. Bunche.
