President Johnson last night announced appointment of a career government officer of Jewish faith to the post of Under-Secretary of Health, Education, and Welfare. He is Wilbur J. Cohen, who served since 1951 as Assistant Secretary of the H. E. W. Department. He has served in the government for 26 years.
