Congress today completed final action on the Immigration and Reform Bill with approval of the conference version of the bill by both Senate and House. The bill, which ends the discriminatory national origins quota system, was passed by the House by a roll-call vote of 320 to 69. Senate approval followed on a voice vote. The bill now goes to the White House for the President’s signature.
