Reports from Belgrade today indicated that a conference of deputy premiers of the Soviet bloc had failed to agree on any substantial program of aid to the Arab states as advocated by the Soviet Union and had left to the individual states the question of negotiating their own aid programs with the Arab states.
Rumania, a participant in the conference, had stood firm throughout, it was reported, against consideration of political aspects of the Middle East situation and had insisted that the conference be limited to economic matters. As a result of the Rumanian stand, a communique issued after the close of the conference failed to mention Israel even by name.
