The Cabinet decided today to halt virtually all public construction in Israel for six months in order to concentrate on urgently needed immigrant housing units. Exempted from the ban is the Old City of Jerusalem and schools and kindergartens which are considered essential. But no construction permits will be issued for office buildings, service centers, storage or buildings used for communications or entertainment purposes. The private building sector is not effected by the order. But the Builder’s Association has volunteered to construct 4,000 new immigrant units and a thousand more will be built by the publicly owned Raasco Corp.
