If Egypt is serious about her declared willingness to make peace with Israel she must waive her demand that her armed forces be allowed to cross the Suez Canal, Israel Foreign Minister Abba Eban declared today at the Labor Party Center. Eban said that even those who have put that demand on Israel’s table–an apparent reference to American Assistant Secretary of State Joseph J. Sisco–realize that it is unjustified. Borders, Eban stressed, must not be set as part of an interim settlement for reopening the canal, but must be dealt with in negotiations for a final settlement. On another subject, Eban said Israel must develop her relations with the international community with a view toward diplomatic ties with all states and with such umbrella associations as the European Common Market and the Organization of American States. At Tel Aviv University today, Eban received an honorary doctorate.
