Last minute consultations were held at the Foreign Ministry tonight on Israel’s tactics in the Security Council debate on Jerusalem. It was understood that Israel, which has opposed such a debate, would reject the consequences of any resolution the Security Council might pass, including the dispatch of an emissary of the Secretary General to Jerusalem or the establishment of a special commission of inquiry. Israel’s response to the Jordanian complaint was expected to take the form of a counter-attack asserting, among other things, that the Holy Places of all faiths in Jerusalem have never been as accessible as under Israeli rule to members of all faiths, including citizens of enemy states who wish to visit them.
