The British proposal for action against hijacking was made public over the weekend. Britain and Switzerland are jointly sponsoring a proposal, to come before the 128-nation meeting of the International Civil Aviation Organization in Rome opening tomorrow, which would require states affiliated to the ICAO to deny access to their airspace to aircraft of countries giving help or shelter to hijackers.
