Israel expressed regret Sunday over a decision by the Soviet Union to boycott the Chess Olympiad which will be held in Israel in October. A Foreign Ministry spokesman said that “Israel believes that despite political differences, cultural and sports events must be held in a spirit of universality. Israel has acted so in the past and will do so in the future,” he said.
