Israel Refuses, to Sign Geneva Document Signed by PLO

Israel has refused to sign the final convention of the Conference on Humanitarian Law which adjourned here today. The Israeli delegate said his country could not be a signatory to a document that was also signed by the Palestine Liberation Organization.

The conference granted the PLO the right to sign over vigorous protests by Israel. It was the first international agreement that the PLO was allowed to sign. The signatory governments have one year to ratify the convention but it was clear today that many countries, including Israel, will refuse.
