Israeli Prime Minister Benjamin Netanyahu said he might turn down an invitation to attend talks in Washington if the United States insisted that Israel agree to redeploy from 13 percent of the West Bank. Netanyahu told Cabinet ministers that he would refuse to accept American dictates on the amount of land to be transferred to Palestinian self-rule. The Cabinet is expected to make a final decision on the American proposal Sunday, one day before a planned meeting in Washington that Palestinian Authority Chairman Yasser Arafat also is expected to attend.
