Twenty-five hundred Jewish families were unable to take advantage of the opportunity to settle on the land during 1927 because of lack of means, A. Merezhin, leader of the Jewish section of the Communist party, reported at a conference of agronomists.
These families were prevented from settling on the land because of their inability to raise the minimum cost of migrating to the colonies. In the future the Soviet authorities will take measures to assist these poor families to proceed to the colonies.
