A judge in Pennsylvania ruled that the man accused of killing five minorities, including one Jewish woman, last month near Pittsburgh is incompetent to stand trial. Doctors will report in 90 days on the mental state of Richard Scott Baumhammers, who was transferred to a state hospital for treatment. If his condition improves, Baumhammers could face trial at a later date.
