Arab efforts to establish “Arab Offices” in Paris, Geneva and Moscow have failed, it was learned here today from reliable sources.
The French Government is understood to be unwilling to provide facilities for Arab propaganda in view of the Arab League’s support of agitators against France in North Africa. Switzerland is reluctant to grant such facilities to institutions engaging in violent political controversy.
The bitterest disappointment to the Arabs, however, is the Russian rejection of the Arabs’ bid to open an office in Moscow. It is believed that the Soviets are disinclined to allow such an office from being set up in their capital, not for any political reasons, but in keeping with their traditional policy of barring propaganda bureaus of any foreign governments from operating within the country.
