The Canadian Government is not responsible for the cancellation of its agreement to permit the remainder of the Jewish refugees stranded in Roumania to enter Canada. The agreement was cancelled at the request of the Jewish Colonization Association, to whom the permit was originally issued, the correspondent of the Jewish Telegraphic Agency learns from a reliable source.
The Jewish Colonization Association maintains that lack of funds prevented it from carrying out the original undertaking and that by the provisions of its Constitution, it is not allowed to finance transportation and settling of refugees. Officials of the Ica also claim that they were mistaken with regard to the entire project as they originally thought the refugees would settle on farms, instead of increasing the urban population.
