At the request of Herbert H. Lehman, director of the Office of Foreign Relief and Rehabilitation, Harry Greenstein, executive director of the Associated Jewish Charities of Baltimore, has been granted a year’s leave of absence to assist in the planning of welfare programs in the office of the OFFRR, it was announced here today.
Mr. Greenstein will serve as general consultant in the Division of Program and Requirements and will help to develop plans dealing with mass problems of relief in the liberated areas. Upon confirmation by the State Department, Mr. Greenstein will immediately assume his new duties.
Mr. Greenstein has a broad background of knowledge and experience in the field of social welfare. From 1933 to 1936 he served as Maryland’s first State Relief Administrator, and helped to lay the ground-work of the present public-welfare system in the state. In 1934 he was appointed C.W.A. administrator by Harry L. Hopkins. He was one of the founders of the Baltimore Council of Social Agencies and was its President for a period of five years. In 1939 he was called to New York to make a study of the refugee agencies which resulted in the creation of the National Refugee Service, Inc. During the past year he has been serving as Regional Evacuation Officer of the O.C.D. He has also served as national president of the American Association of Social Workers, and of the National Conference of Jewish Social Welfare.
