Two weeks ago, observers in most Middle East capitals expected an immediate proclamation of an “independent” Palestine Arab state based on Gaza, but second thoughts in Cairo have apparently slowed down President Nasser’s program. Among other considerations, it has pointed out, is the fact that once a Palestine state merged with the UAR a quarter of a million refugees will be legally free to invade the Cairo and Alexandria labor markets looking for work which they haven’t had since they took refuges in the Strip. Indirect warnings from Israel may have been another factor which changed the Gaza timetable.
