Observers doubted the talks that began Wednesday would lead to a breakthrough, but the delegates, who were hosted by South African government ministers, said they hoped the talks would help restart a stalled peace process. The Israeli team included some prominent doves, but no representative of Prime Minister Ariel Sharon’s government.
