Israeli Prime Minister Benjamin Netanyahu said the safety of Israeli schoolchildren traveling on West Bank roads was one of the main reasons he could not agree to a 13 percent redeployment as proposed by the United States. Netanyahu spoke at a joint news conference with New York Mayor Rudolph Giuliani after some 2,000 predominantly Orthodox Jews gave the premier a rousing welcome on the lawn of Gracie Mansion, the mayor’s residence. The gathering was held in advance of the city’s annual Salute to Israel parade.
