Israel’s representative to the United Nations conservation conference, Dr. Ludwig Samuels, today told the parley that no steps for the development of the Jordan Valley waters can be taken without the cooperation of the four interested countries–Israel, Transjordan, Syria and Lebanon.
Dr. Samuels, who is economic advisor to the Israel Embassy in Washington, said he hoped that Israel and the three Arab states could reach an agreement on such a project in the near future. The conference ended today.
