As a result of the investigations of Inspector-General Dowbiggin, newly arrived police director for Palestine, it is learned that the Jewish leaders have decided to demand that the Jews should constitute 30 percent of the reorganized police force and that the Jewish constables should form a special group with Hebrew as the language of instruction for giving commands.

In the meantime it is known that the police training schools will reopen soon with practically no Jewish recruits while some hundred Arabs have applied. Mayor Hana Boulos of Tiberias told Inspector-General Dowbiggin that the security of Tiberias was impaired owing to its proximity to Transjordania where arms-carrying is permitted and all the Galilean robberies have been traced there without apprehending the criminals.
