Justice Haim Cohen, who retired from the Supreme Court last Wednesday after 21 years on the bench, said that he will spend the next few months working on a draft constitution for Jerusalem that would provide for Israel’s sovereignty over the entire city but allow East Jerusalem Arabs functional autonomy. Cohen said he is undertaking the project at the behest of Mayor Teddy Kollek and would examine Kollek’s idea of zoning Jerusalem into boroughs similar to London.
