The belief that a majority of the foreign Jewish population of Paris remained in the city until it was too late to escape was expressed today by Palestinians arriving from France. They pointed out that until the very end Paris ians had little knowledge of the actual military situation. Foreign Jews, instead of fleeing, awaited the issuance of the required safe conduct certificates. When the Palestinians left Paris two days before the occupation, they said, the foreign Jews still remained.
