Premier Golda Meir has served notice to Egyptian President Anwar Sadat that he must agree to direct negotiations with Israel if he hopes to get any part of the Sinai back. She declared on a television interview Friday that Israel’s principles for peace remained unchanged despite Sadat’s ouster of Soviet military advisers. “Once Egypt starter negotiations there will be concessions on our part,” she said.

The Premier elaborated on her remarks Saturday night when she addressed the Association of American and Canadian Immigrants honoring Hadassah leader Mrs. Charlotte Jacobson. “If Sadat is going to get part of the Sinai-and he can-it is from us,” she said, “He must realize that nobody is going to hand him Sinai on a silver platter intact exactly as it was in 1967 with Israel standing by as a passive onlooker,” she said.

Mrs. Meir said on her tv interview that Israel had ideas for maps but has drawn no maps because it wanted to be flexible on territorial issues. She denied that the establishment of Jewish settlements in some of the occupied territories was in effect drawing maps.

Mrs. Violet Khouri, a 43-year-old Arab Christian social worker, was elected Friday to head the town council of Kfar Yassif in Western Galilee, the first Arab woman to head a town council in Israel.
