President Clinton pardoned a group of New York men who were convicted of fraud and embezzlement in a scheme to use federal money to finance a fictitious yeshiva. As part of his final acts before leaving office Saturday, Clinton also pardoned Marc Rich, a major benefactor to Israeli museums who fled the United States to evade alleged racketeering and tax evasion charges.
