Israel Radio reported today that the drop-out rate among Soviet Jewish emigrants reaching Vienna has declined to about 46 percent during the past month after reaching a high of 60 percent earlier in the year. According to the report, the Jewish Agency has been dispatching successfully absorbed Russian immigrants to Vienna for short periods to try to persuade newly arrived Jews from the USSR to go to Israel rather than to other countries. Moshe Rivlin, director general of the Jewish Agency, said this policy has been going on for some time.
