In its statement of policy, Masada brands as a crime against humanity the British policy of restricting Jewish immigration to Palestine. Condemnation of the unrestricted flow of capital into Palestine provoked a sharp debate by the delegates.

Masada also announced its intention of fighting subversive propaganda among the Jewish youth.

At an earlier session, a proposal by Emanuel Sonnerich to affiliate with the youth group of the American Jewish Congress and to assume leadership in the task of unifying American Jewish youth through the congress caused heated debate.
