A bill for liberal provisions in the immigration bill to enable the admission of large numbers of white immigrants was presented to the House Immigration Committee yesterday by two southern agricultural representatives, W.R. Satterfield of the Southern Alluvial Land Association of Memphis, Tenn and H. M. Cooley of Jonesboro, Ark.

The southern agriculturalists told the Committee that an alarming scarcity of agricultural labor now faces the south because of the great exodus of negroes to the north. They stated that a liberal immigration bill is needed to meet this condition.
