Donald B. Lourie, Undersecretary of State for Administration, today proposed to the House Committee on Government Operations that Secretary of State John Foster Dulles be relieved of operating responsibility for the special United States program for the relief and resettlement of refugees coming into Israel.
Mr. Lourie, in a statement before the Committee, said that other government agencies should be responsible for this program and for aid to Arab refugees from Palestine provided through the United Nations Relief and Works Agency for Pales-tine Refugees.
Presumably the refugee program would be transferred to the Mutual Security Agency. Mr. Lourie said the new proposals provide that projects such as the refugee programs “be placed in other agencies where they can be effectively consolidated into truly hard-hitting instruments to support our national objectives.”
