The Palestine Liberation Organization called on the U.N. Security Council to condemn Israel’s plan to expand Jerusalem’s municipal boundaries. But as delegates debated the issue this week, Great Britain proposed a compromise that would involve a letter of criticism from the Council president but not a vote. Jewish leaders met with Bill Richardson, the U.S. ambassador to the United Nations, to urge the United States to push for the softest criticism possible.
