The Palestinians will attend a forum on Middle East democracy co-chaired by the United States and Morocco, but Israel will not. The first-ever “Forum for the Future” to take place Dec. 11 in Rabat, Morocco, will bring together ministers from major industrialized nations and Middle Eastern countries “to promote democracy, rule of law, human rights and open-market economy reforms,” said Faryar Shirzad, a top economic official on President Bush’s national security council.
