The United States elected to remain on the sidelines in the dispute between Palestinians and Israelis over a Palestinian census that includes eastern Jerusalem. A State Department spokesman said both sides should refrain from provocative actions. Meanwhile, Palestinian officials said the census would continue, despite passage of a law in the Israeli Knesset Wednesday prohibiting it.
