William H. Tuck, An American and former executive secretary of the Preparatory Commission for the International Refugee Organization, was today unanimously elected director general of the I.R.O. by its General Council which is now meeting here. Tuck, who has served the I.B.O. since July 1, 1947, said he in terpreted the Council’s action as a vote of confidence in his previous administration.
