The first stop of the Palestinian Government in setting labor trouble in Palestine was taken to-day when Sir Gilbert Clayton, Civil Secretary of the Palestinian Government and now Acting High Commissioner, appointed an Arbitration Commission to settle the differences between the employers and workers in the building trade of Jaffa. Dr. Isaac Epstein was authorized to negotiate with both parties.
