Grandduke Cyril, a cousin of the late Czar Nicholas II, signed a proclamation today, declaring himself Emperor of Russia, according to reports received from Paris by the Daily Mail.

In 1922 Grandduke Cyril proclaimed himself guardian of the Russian throw. In his proclamation today he promises complete religious liberty to all citizens of the restored Russian empire.
